Yes, a bowing retaining wall is dangerous. Bowing means the wall is actively losing its fight against the soil and water pressure pushing on it from behind, and once a wall starts to bulge outward it has moved past a cosmetic issue and into structural failure, which can end in a sudden collapse that sends soil, stone, and anything built or planted above it downhill. A bowing wall should be treated as an active problem, not something to watch and wait on.
A retaining wall's whole job is resisting lateral pressure from the soil, and often the water, held back behind it. Bowing is what happens when the wall material starts to yield to that pressure instead of holding firm. It's usually a sign that drainage behind the wall has failed and water has built up, adding hydrostatic pressure on top of the soil pressure the wall was designed for, or that the wall wasn't built with enough batter or reinforcement to begin with.
