Yes, of all the things that change a retaining wall's price, height moves the number the most. A wall only a foot or two tall can often get by with a modest base and minimal drainage, while a wall standing several feet has to resist far more force from the soil behind it, which calls for a beefier footing, more backfill, and often built-in reinforcement a short wall never needs. Doubling a wall's height rarely just doubles the price, it usually costs quite a bit more than that.
Retained soil behaves like standing water pressing on a dam, the taller the mass behind the wall, the harder it pushes at the bottom. A short wall handles that load with a modest base. Add a few more feet of height and the load at the base climbs quickly, which is why taller walls need to be buried deeper and built wider at the bottom than the visible face out front would suggest.
Water management follows the same curve. Any wall holding back soil needs a way to let water drain out from behind it instead of building up pressure, usually gravel and a pipe running along the base. As height climbs, that drainage layer typically has to get thicker, and many taller walls need soil reinforcement running back into the slope in layers, something a knee-high wall rarely calls for at all.
Height can also trigger engineering review or permitting depending on the site, adding design time before a shovel ever goes in the ground. During the estimate we measure the actual grade change first, since that number, not the wall's length, is usually what moves the price the most.
